First came the obituary. Then came the customers.

When Montreal proposed a protected bicycle route on rue Saint-Denis, the argument sounded familiar: take space from cars and the shops will die. In 2020, opponents warned about lost parking, obstructed deliveries, construction disruption, and customers choosing an easier street.8 These were not invented concerns. Saint-Denis was already struggling, the pandemic had just emptied commercial districts, and another road project was the last thing many merchants wanted.

The predicted retail collapse never arrived.

Instead, Montreal got a heavily used transportation corridor, substantial winter ridership, calmer motor traffic, and a commercial district with fewer empty storefronts than before the project. The most defensible conclusion is narrower than some boosters claim but much stronger than opponents expected: a protected bike lane proved compatible with commercial recovery on Saint-Denis, even after reallocating a conspicuous amount of road space.

That distinction matters. Saint-Denis is not a laboratory experiment in which one variable changed. It is a real street. The REV was one piece of a wider revitalization effort, and it opened amid a global shock. The case is persuasive not because one perfect statistic settles the debate, but because several independent indicators point in the same direction.


What Montreal actually built

The corridor commonly called the Saint-Denis REV is formally the Berri–Lajeunesse–Saint-Denis axis, renamed the piste Robert-Silverman in honor of the Montreal cycling organizer. It runs approximately 9 kilometers between boulevard Gouin and rue Cherrier, crosses four boroughs, and links the Sauvé intermodal station, Jean-Talon Market, libraries, neighborhoods, and the Saint-Denis commercial district.19

On Saint-Denis, riders generally get a wide, one-way track on each side of the street, following the direction of motor traffic. Bollards, concrete islands, parked cars, or buffers separate the bikeway from moving vehicles, depending on the segment. The design preserves some parking and loading access rather than pretending deliveries no longer exist.86

That last point is important. Between Gilford and Roy, only 28 of roughly 200 curbside parking spaces were removed, according to a two-year review of the project.10 The city said it would retain or relocate loading zones where possible and adjust parking rules where double-parking for deliveries could no longer continue.8 Whether every loading movement works elegantly is another question, but the design choice was not “bikes or all access.” It was a negotiation over how much public space each use received.

Construction began in summer 2020, and the Saint-Denis segment was inaugurated that November.2 That speed helped limit disruption, but the timing also makes evaluation unusually messy: the street was emerging from years of underground infrastructure work just as COVID-19 restrictions upended restaurants and retail.6

Why this was a safety project, not street decoration

Before the REV, the corridor had no dedicated place for cycling through crucial segments. The danger was not abstract. In April 2014, Mathilde Blais was killed by a crane truck while riding beneath the des Carrières underpass. The coroner called the death avoidable and recommended safer bicycle routes on major streets, among other measures.11

The REV now carries riders through that underpass in protected space. Montreal’s later evaluation reported that average motor-vehicle speed on the corridor fell by 8 km/h, while bicycle passages rose and motor-vehicle volumes declined. Forty percent of surveyed REV users said the facility had influenced their choice of travel mode.12

Those are meaningful safety mechanisms: separation removes much routine overtaking exposure, while lower speeds give road users more time to react and reduce impact energy. But they are not the same as a controlled crash study. Montreal has not published a corridor-specific before-and-after collision analysis robust enough to justify a neat claim such as “the REV cut injuries by X percent.” The honest safety finding is that the street removed a known high-stress gap and slowed traffic; the precise injury effect remains an important measurement task.

The evidence dashboard

No single metric captures whether a street works. Counts describe movement, speed describes exposure, occupancy describes demand for storefronts, and interviews describe how the change feels to businesses. Read together, they make a much better audit.

The bicycle totals are especially hard to dismiss. Vélo Québec’s 2025 province-wide report ranked the Rachel and des Carrières locations first and second among Montreal’s busiest permanent counters.3 These are passages, not 1.67 million distinct people, and a commuter riding both ways is counted twice. Still, a counter cannot confuse a nearly empty symbolic lane with a transportation artery.

The underlying count data are also public. Montreal publishes daily readings and counter locations for independent analysis, while warning about missed carbon-frame bicycles, construction interference, equipment failure, and other anomalies.15 That combination—impressive headline totals plus explicit measurement limits—is how public infrastructure data should be presented.


A bike route that survives a Montreal winter

A summer-only lane would be a weak backbone for everyday transportation. Saint-Denis works differently because it is part of a four-season network and receives priority winter maintenance.

For the 2025–26 season, Rosemont–La Petite-Patrie reported 62 kilometers of protected bikeways cleared in winter, with the Saint-Denis, Bellechasse, and Jean-Talon REV axes prioritized. At Saint-Denis and des Carrières, the city counted 120,467 passages between December 1, 2024, and April 1, 2025.14

Earlier data show that this was not a one-season fluke. The same location recorded 166,946 passages between November 15, 2022, and April 15, 2023—33% more than the preceding winter.13 Snow clearance turns a capital project into a service: the concrete and bollards matter, but so do the small plows, drainage, de-icing, and operations crews that keep the route usable after the ribbon cutting.

What happened to local business?

The storefront trend is real

The Saint-Denis business development corporation, or SDC, reported commercial occupancy of 77% in January 2019. After falling during the upheaval of 2020, the measure reached 86.04% in March 2023 and hovered around 84% that year.4 In August 2024, the borough counted 313 open businesses and another five under renovation, compared with 275 open businesses in 2017.5

Vélo Québec’s Observatoire du vélo summarizes the post-REV change as a 40% decline in commercial vacancy.16 Exact percentages vary with the selected dates, geography, and vacancy method, which is why the underlying counts and definitions matter more than a slogan. The consistent fact is that vacancy moved down, not up.

This was not merely official optimism. A 2025 UQAM master’s study surveyed and interviewed 41 Saint-Denis owners or managers. Overall perceptions had shifted positively from their recalled views during announcement and construction to their views in 2023. Neighborhood-serving, newer, and sports-oriented businesses were more likely to see the REV as an asset; merchants selling heavy goods tended to remain less positive because access and loading were harder for them.7

That split is useful. “Business” is not a single mode of transport. A café, hair salon, appliance store, and building supplier have different customers and freight needs. A project can improve the street’s aggregate commercial health while still imposing real costs on particular operations.

The causal claim needs guardrails

The numbers rebut “removing car space will kill the street.” They do not isolate how much recovery the bike lane caused.

At least five changes overlap:

  1. Long utility construction ended. Saint-Denis had endured disruptive sewer and water work before the REV.6
  2. Pandemic restrictions arrived and receded. Restaurants, bars, offices, and shops followed radically different trajectories from 2020 onward.
  3. The borough pursued a broader revitalization plan. Zoning reform, tax measures, pedestrian crossings, promotion, and storefront initiatives accompanied the street redesign.6
  4. The REV changed more than cycling. It reduced motor-vehicle speed and volume and altered the experience of walking, crossing, sitting outside, and seeing storefronts.12
  5. Businesses adapted. New tenants selected a street whose customer access differed from the old Saint-Denis; survival and entry therefore changed the commercial mix.57

A 2021 city analysis using Moneris card transactions found that sales in the Saint-Denis SDC recovered more strongly than those in the neighboring Saint-Laurent SDC during portions of the early post-opening period, and that average transaction value rose along the REV.17 Yet those data ended in August 2021, during extraordinary pandemic conditions, and inflation could increase transaction values. Treat that result as supportive, not conclusive.

The broader research base makes the Saint-Denis pattern less surprising. A review of 23 North American studies found that bicycle and pedestrian improvements generally produced positive or statistically insignificant effects for nearby retail and food-service businesses, including projects that removed parking or travel lanes; auto-oriented businesses were the notable possible exception.18 For the larger economic picture, see Cycling’s Hidden Dividend.


Why a bike lane can help a shopping street

The mistake in many parking debates is to confuse vehicle storage with customer access.

A curbside car space serves a small number of vehicles per hour. A continuous bikeway can place thousands of people beside storefronts each day, without requiring each visitor to store a car-sized object at the destination. Saint-Denis also sits near dense housing, metro stations, buses, and walkable cross streets, so the REV adds another access channel rather than replacing the only one.

The mechanism is not automatic. The head of the Saint-Denis SDC argued in 2023 that the corridor needed more bicycle parking, clearer signs, and easier “exits” so riders could stop and shop instead of streaming through.4 A successful commercial bikeway therefore needs:

  • frequent bike racks near entrances;
  • visible, legal loading zones for freight and accessible drop-offs;
  • safe crossings between both sides of the shopping street;
  • corner sightlines and signal timing that control turning conflicts;
  • reliable snow clearing and construction detours;
  • public counts of cycling, walking, traffic, crashes, occupancy, and sales.

Saint-Denis worked as a corridor because Montreal built a route to destinations, not a disconnected strip of paint. It worked as a commercial project because the city retained loading and parking where feasible, paired the bikeway with wider revitalization, and kept adjusting the street after opening.


The lesson other cities should copy

Saint-Denis does not prove that every bike lane guarantees a retail boom. It proves something policymakers often need to establish first: a major protected bikeway and a healthy commercial street are not opposing goals.

The practical lesson is to measure the feared outcome before and after construction. Publish parking and loading changes. Count bicycles in January as well as July. Track occupied storefronts, sales, pedestrian activity, traffic speeds, and crashes using stable definitions. Compare the corridor with similar untreated streets where possible. And ask merchants about operational problems without treating perception as a substitute for sales or occupancy data.

The most valuable result on Saint-Denis may be political rather than numerical. Two independent graduate studies found that Montreal survived intense “bikelash” through sustained political commitment, communication, mitigation programs, and the visible performance of the completed route.67 Once people could use the street instead of imagining it, opinions changed.

The lane that was supposed to empty Saint-Denis filled up instead. So did more of its storefronts. That does not make the REV solely responsible for the recovery—but it makes the old claim that bicycle access and local commerce cannot coexist very difficult to defend.
